What money can legitimately do
It can buy the labelled ad placements engines sell, and it can fund the work that earns citations — research worth quoting, review programmes, coverage in publications engines already retrieve.
That is a real and reasonable use of budget. It is simply not the same as purchasing a position in the answer.
How to spot the scam
